Can telcos white list speed test site, and effectively block consumers from finding out the true connection speed? Or give a higher reading as advertised, and whitelist the true speed, when connecting to other sites?

Are ISPs manipulating data traffic?
Why is this happening?
Internet use has grown a lot due to use at school, business, entertainment. While the telcos, ISPs have done a great job of increasing subscribers, they have not kept up with infrastructure investment. And their solutions are not in the best interest of the consumers. What do they do?
1. Manipulating data traffic; in case of comcast vs Netflix, Comcast got into trouble with FCC;
2. Throttling data traffic especially if the telcos ISP operate their own content. We do not know how they throttle data to their advantage
What does throttling mean? Same as data cap? Or shock remover?
Is throttling every unlimited plan user the solution for bandwidth congestion?
3. Inaccurate internet speed test results. Most sites only report generic data transfers and do not differentiate among voiP, video, data,etc. If you get the right results, we should complain to the regulators (FCC, NTC and perhaps, the telcos and ISP may reconsider their strategies
